I tried your method and recieved error messages when trying to install sp3 untill I also changed installed language setting in regedit to english as well. If not, you can always insert your original Windows XP disc and do a "Repair Disk" from the boot. But that doesn't change what's underneath. Windows Xp English Language Pack Sign in here.

I have a laptop in my office which is installed with the chinese version of Windows XP. I think all of our 15 or so computers I tweaked only had 001 in the Control Set.
